BB hackers possibly Chinese: Philippines senator
Filipino senator Ralph Recto on Tuesday said Chinese hackers were most possibly behind the recent cyber heist in Bangladesh Bank.

“It would appear they are not Filipino hackers but possibly Chinese hackers,” Recto said during a Senate inquiry in the Philippines capital Manila.

“They saw the vulnerability in the (Philippines) banking system or one bank,” he added.
Recto however, did not disclose the reason behind his thought.

But the Senate was informed that the money was brought into the Philippines by two Chinese high-rollers, one from Macau and another from Beijing.

Earlier, a cyber heist on Feb 4 led to outflow of more than $81 million from the central bank’s account with the Federal Reserve Bank of New York. The funds were wire-transferred to bank accounts in the Philippines.

In total $81 million was transferred into four RCBC accounts at a single Manila branch, which had each been opened with a $500 deposit and remained inactive for almost a year.

Maia Santos Deguito, the branch manager, told the senate committee, “I am but a pawn in a high-stakes chess game played by giants in international banking and high finance.”

“If this committee is looking for the ‘grandmaster,’ it is not me,” she added.
